The massive, targeted destruction by russia of cultural heritage sites in Ukraine presents the Ukrainian society with a number of challenges on top of the more immediate terrible consequences of the war. Rebuilding these sites is not a mere (re)constructive task, but will define cultural narratives for generations. Due to Ukraine’s eventful history, the question arises as to whether and, if so, in what form some of the destroyed cultural heritage sites should be rebuilt. A public discourse on how to deal with the cultural heritage of the imperialist Tsarist Empire and the Soviet Union in Ukraine requires cultural sensitivity and the inclusion of diverse opinions due to controversial approaches. Architectural design competitions (ADCs) can function as processes for reflecting different concepts and narratives for rebuilding and in parts even rethinking destroyed cultural heritage site.
To date the legal framework for ADCs in the Ukraine is loosely defined resulting in an unsatisfactory situation for procurers, architects and in this specific context for monument preservation offices alike. Currently the legal framework for ADCs is under revision by the Ukrainian parliament. Hannah Bondar, Member of Parliament and architect, involved in the revision process was in close exchange with the working group of the deliverable. Her presentations on the topic brought very helpful insights and impulses for the task of designing the workshops and the resulting electronic ADC checklist.
The work on the ADC guideline in form of an electronic checklist thanks to a cooperation with the Creative Europe project ARCH-E could be based on a similar tool, that was developed by the ARCH-E consortium under the lead of BKZT. This allowed the working group to specifically concentrate on the Ukrainian context and challenges, as the technical framework was already established.
In four workshops moderated by members of the BKZT and consultations with the National Union of Ukrainian Architects current problems in the framework for and organisation of ADCs could be identified. In addition the workshops gave impulses to two-way knowledge transfer between the involved representatives of professional architectural organisations from the Ukraine and Europe. The electronic checklist incorporates the main topics that were identified in the process and structured in an online ADC evaluation tool.
Parallel to this task the ARCH-E Network, a platform for architects and ADC experts, that among other things aims at facilitating to find collaboration partners for ADCs abroad, was opened and actively promoted towards Ukrainian architects.
In addition to the two goals described above efforts were made to initiate economic relations between Austria, Germany and Ukraine focused on strengthening funding structures for rebuilding projects. Supporting the organisation of ADCs as tools to guarantee transparent and competitive procurement seems to be an approach that holds mutual benefits for aid funds, investors and architects from Austria and Germany as well as for Ukrainian municipalities and architects alike.
“UREHERIT: Architects for heritage in Ukraine. Recreating identity and memory” is a project co-funded by the European Union under a dedicated call for proposals to support Ukrainian displaced people and the Ukrainian Cultural and Creative Sectors.
